Please refer to the time schedule for closure of accounts for the financial year 2022-23 communicated vide PA/Accounts/1-12/T.S/2022-23/5316 to 89 dated 20.03.2023 with a copy marked to all the DDSG of Dak Bhawan. 2. As per schedule the accounts period in SAP to be closed by 4th of April 2023 and PAOs are expected to submit the March preliminary accounts by 10.04.2023. However, CEPT F&A Team forwarded emails received from IPPB and CSI (copies enclosed), with a request to extend the accounting period for March 2023 in SAP, due to the following reasons. (a) CBS files are expected to be received by CSI on or before 07.04.2023 morning (b) For updation of CBS, IPPB & CSC GST data, system will take time and extend account period till 12.04.2023 3. Eligibility to appear in LDCE after refusal of offer of promotion

It has come to the notice of Directorate that Circles are finding difficulties to decide eligibility of official. for appearing in Limited Departmental Competitive Examination (LDCE), who had qualified in earlier LDCE but refused to accept the offer of promotion. In this context, primarily following issues need to be decided:- a) whether an official, who had refused offer of promotion, will be eligible for appearing  in LDCE for the next vacancy year; and b) if allowed and such official qualifies in the LDCE, at what point of time the official  will be issued offer of promotion? 2. As per prevailing Government instructions [Department of Personnel & Administrative Reforms OM No.22034/3/81-Estt(D) dated 01.10.1981], an official who has refused promotion shall not be issued fresh promotion orders for a period of one year from the date of such refusal. 3. This office is in receipt of several references from different Circles wherein the list of locations identified for Risk and Hardship Allowance payable to GDS as per this office OM No. 17-31/2016-GDS dated 25.06.2018 has been sought for. 2. In this context, the matter has been examined and the Competent Authority has decided that the locations identified for Tough Location Allowance notified by the Department of Expenditure vide their OM dated 19.07.2017 may be adopted for the purpose of Risk and Hardship allowances payable to GDSS. 3. This disposes of the clarifications sought by Himachal Pradesh and North East Circles vide their letter No. EA/2-44/2018 III dated 07.11.2022 and letter No Est/Misc/05-06 dated 23.11.2022 respectively. This issues with the approval of the competent authority.

Subject: Development of module for online processing of compassionate appointment cases-regarding. Madam/Sir. The Department is processing the cases of compassionate appointment by awarding merit points to the candidates as stipulated in Relative Merit Point Systems (RMPS) issued vide letter No.17-1/2022 dated 23.03.2022 and as per the Standard Operating Procedure (SOP) issued by this Department for giving appointment on compassionate grounds. The entire exercise is being done in physical mode till date. 2. Now, I am directed to say that it has been decided to develop a module for online processing of compassionate appointment cases. Hence, all the Circles are directed not to convene any CRC meeting for the vacancy year 2022 until further communication from this Directorate. However, it may be ensured that all the cases, to be considered by the CRC for the vacancy year 2022, are completed as per the prescribed timeline. 3. Further, I am also directed to say that all the pending CRC'
