Subject: - Risk and Hardship Allowance payable to GDS-reg. This office is in receipt of several references from different Circles wherein the list of locations identified for Risk and Hardship Allowance payable to GDS as per this office OM No. 17-31/2016-GDS dated 25.06.2018 has been sought for. 2. In this context, the matter has been examined and the Competent Authority has decided that the locations identified for Tough Location Allowance notified by the Department of Expenditure vide their OM dated 19.07.2017 may be adopted for the purpose of Risk and Hardship allowances payable to GDSS. 3. This disposes of the clarifications sought by Himachal Pradesh and North East Circles vide their letter No. EA/2-44/2018 III dated 07.11.2022 and letter No Est/Misc/05-06 dated 23.11.2022 respectively. This issues with the approval of the competent authority.

Subject: Development of module for online processing of compassionate appointment cases-regarding. Madam/Sir. The Department is processing the cases of compassionate appointment by awarding merit points to the candidates as stipulated in Relative Merit Point Systems (RMPS) issued vide letter No.17-1/2022 dated 23.03.2022 and as per the Standard Operating Procedure (SOP) issued by this Department for giving appointment on compassionate grounds. The entire exercise is being done in physical mode till date. 2. Now, I am directed to say that it has been decided to develop a module for online processing of compassionate appointment cases. Hence, all the Circles are directed not to convene any CRC meeting for the vacancy year 2022 until further communication from this Directorate. Instances have come to the notice where SAS/MPKBY agents are seen congregating in the post offices soliciting business from the public who approach the post office directly for investment. This practice is against the rules. 2. The Small savings agent is expected to make contact with customers at their residence/ office etc. to explain to them the advantages of savings instruments and secure business by motivating them for investment. The very purpose of their appointment is defeated if they grab the ready business from the public coming to post offices for investment directly at the counter. The agents should not sit in post offices for canvassing business. 3. In this regard, instructions have been issued from time to time. You are requested to reiterate these instructions to all Postmasters once again and impress upon them to take necessary steps to avoid such congregation of small savings agents in the post offices. 4. 1.The Government Savings Promotion General Rules, 2018 shall come into force from 05.10.2018. Opening of an account.- (i) An illiterate or a blind or visually challenged individual desiring to open an account shall personally visit the Accounts Office for authentication of his signature or thumb impression by the Accounts Office provided he shall be accompanied by a person known to the Accounts Office and a literate person may be authorised by the blind or visually challenged depositor to operate an Account on his behalf. (ii) An illiterate depositor shall be assisted by the Authorised Officer of Accounts office for opening (filling up of forms etc.) and operating the account and thumb impression of the illiterate depositor shall be witnessed by an independent witness acceptable to the Accounts Office on each occasion of withdrawal. In the wake of recent orders of the Hon'ble Supreme Court in cases involving claims for grant of notional increment on 1" July/I" January to the Central Government employees having their date of retirement on 30 June/31* December respectively , the subject matter is under examination, in consultation with the nodal Ministries/Departments concerned.

It is now proposed to prepare the Seniority list of Stenographer Grade-I as on 01.01.2018/2019/2020/ 2021/2022. 2. All Circles are; therefore, requested to furnish information to the Directorate latest by 05.12.2022 for each year separately in the proforma enclosed with due approval of CPMG.   Appendix XIII – Payment of Pension to Postal & Telecom Pensioners   Note 1: As per GSPR 2018, no separate category of pension account will be opened from   18.12.2019 and all existing pension accounts are to be treated / converted as normal PO Savings Account, if the pensioner has no other PO Savings Single Account.   Note 2 : This procedure/provisions are applicable to BSNL/BSNL IDA pensioners also.   (1) New Pensioners: A Postal or Telecom employee about to retire and opting for the scheme will have to furnish a letter of authority and undertaking at Annexure A in favour of Postmaster concerned to receive his/her monthly pension for credit in his/her SB account to the Head of the office along with the pension papers. The letter of authority will indicate the name of the Post Office through which the pensioner wishes to draw his/her pension after retirement. It will also contain an undertaking by the pensioner that any excess payment made towards his/her pension and credit
